At the May meeting of the council after the election of the Chairman (Councillor Sean Harrison) and Vice Chairman (Councillor Vicky Spencer) the various committees, working groups and representatives to outside bodies, the main topics discussed were:
OPEN SPACES PROJECT
The solicitor found many clauses in the lease which were not advantageous to the Parish Council. The clerk and Councillor Fuller met with the solicitor and after discussion provided the details for changes to the lease. The solicitor will now work with the IW Council to produce a lease upon which all parties agree.
NEIGHBOURHOOD PLAN
Members of the Steering Group met with Ollie Boulter from the IW Council to discuss the policies contained within the draft plan. Ollie raised several questions which the Steering Group are now considering and will supply updated text to the consultant who is drawing up the plan. The Village Hall has been booked for Saturday 11th July 2015 for the next stage of public consultation.
COASTAL FOOTPATH
Six members of the public attended the Parish Council meeting to hear the update from the IW Council. Unfortunately, the IW Council have been unable to advice of any progress with the new proposed diversion as discussions have halted with the landowner. Further meetings are being arranged with the landowner and IW Council officers to try and resolve the situation. The Parish Council has been advised that the existing safe part of the footpath will be re-opened in August as further closure cannot be justified to the Secretary of State but that it will not progress all the way into Gurnard. Councillor Nolan requested that the Parish Council support a Cook’s Bay Steps Project Working Party which will he lead. Contact details of all interested members will be passed to the clerk so that an inaugural meeting can be called.
GURNARD MAY QUEEN
A timeline for the project was produced to advise residents of the many stages still left to complete the plan. Councillor Fuller manned the stand all afternoon and answered questions posed by visitors.
GRANTS PANEL
It was decided at the January meeting that the Grants Panel will be appointed at the May meeting along with all other committees, working parties etc. Councillors Budgen and Nolan were re-appointed this year so please complete grant application forms which can be downloaded from the Parish Council website. Another £1,000 has been set aside in the budget for distribution to local causes in need of financial assistance.
PARKING AT THE VILLAGE HALL
After several months of delicate negotiations and advice being sought from planners and lawyers, the Parish Council agreed to contract with D. N. Associates to complete the necessary work to ensure that the existing parking arrangements continue once the new road is installed. This will be paid from the “goodwill” payments offered by the contractor rather than the parish precept. Disruption to village hall users will be kept to a minimum by using the on-site contractors.
